Small Shipyard Grant Program
Designed to support small shipyard projects that make capital and related improvements, or provide training for workers in shipbuilding, ship repair, and associated industries. Average funding available: $20 million a year.

United States Marine Highway Program
Designed to reduce landside congestion and air emissions by shifting cargo onto marine highways through the support of projects to move containerized, liquid, bulk, and loose cargo by water. Average funding available: $13 million a year.

Port Infrastructure Development Program
Awards grants to projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around, or within a port. Funds awarded range from $280 to $660 million per year.

Federal Ship Financing Program (Title XI)
Provides loan guarantees for the construction of new vessels and shipyard modernization. Priority is given to “vessels of national interest,” which includes vessels used in the construction of offshore wind.

Construction Reserve Fund Program
Provides a tax deferral for U.S.-flag operators on the gain attributable to the sale or loss of a vessel if the proceeds are used to expand or modernize the U.S. merchant fleet.

Capital Construction Fund Program
Created to encourage construction, reconstruction, or acquisition of U.S.-flag vessels – including inland and coastal tugboats, towboats, and barges – through the deferment of federal income taxes on certain deposits of money or other property placed into a Capital Construction Fund.

Diesel Emissions Reduction Act Program
Awards grants to public entities to upgrade, retrofit, and turn over older diesel engines. Private companies can access these funds through public-private partnerships. Average funding available: $55 million a year. *ACTIVE NOTICE OF FUNDING OPPORTUNITY (closes 12/1/2023)*

Clean Ports Program
Funding to ports and private companies that partner with ports to purchase and install zero-emission port equipment and technology. Notice of Funding Opportunity to be released in 2024. Will award $3 billion in grants through 2027.

Advanced Technology Vehicle Manufacturing Loan Program (DOE)
Provides loans to support the manufacture of advanced technology vehicles and components, including maritime vessels. Recent legislation appropriated $3 billion in credit subsidies to remain available through 2028.

Rural Development Loans/Grants (USDA)
Provides loans and grants to create jobs and support economic development in rural areas. Includes several different programs, including support for the production and use of biofuels.

Carl Moyer Memorial Air Quality Standards Attainment Program (California)
Provides grants for “cleaner-than-required” engines, equipment, and other sources of air pollution that operate in California Air Districts.

VW Mitigation Trust Zero-Emission Freight and Marine Projects (California)
Awards grants to zero-emission projects, including marine engines and shore power, based in California. Funds available until they are exhausted; roughly $25 million remains.

Clean Off-Road Equipment Voucher Incentive Project (CORE, California)
Provides funding to purchase zero-emission off-road equipment, including commercial harbor craft. Roughly $15 million in funds have been appropriated for commercial harbor craft, with a set-aside for small businesses.

Emissions Reduction Incentive Grants (ERIG, Texas)
Awards grants to reduce NOx emissions in Texas by funding the repower or replacement of older equipment, including marine vessels with a propulsion or auxiliary engine 25 hp or greater. Approximately $45 million in available funding.

Clean Diesel Program (Michigan)
Provides matching grants to fund projects that replace diesel engines and equipment with zero tailpipe emission, hybrid, or alternative fuel engines and equipment. Includes marine engines.

Freight Enhancement Program (Missouri)
Provides matching grants for capital improvement projects for all non-highway modes, including maritime, to improve and maintain freight assets and corridors in Missouri.

Multimodal Transportation Fund (Pennsylvania)
Awards grants to develop and improve integrated transportation corridors, including vessel conversions or repowers and maintenance dredging at berths. Grant amounts up to $3 million.
